Rick Haggard is "The Bubble Man". A mobile DJ since 1989, Rick brings a wealth of other entertainment experience to the Bubble Party program as well. He has been both a radio disc jockey and talk show host. He also hosted a local comedy night for 3 years, doing the "warm-up" for the comedians. Rick has done TV, theater, and has been published as a freelance writer. He continues to pursue acting as a skill that can enhance the "Bubble Man" presentation. The children can easily relate to the "Bubble Man", a fun loving and gentle character in a giant tie dye Mad Hatter. He is constantly praising the children during the program.

Rick has been entertaining children since before he actually got in the entertainment business. As a newspaper circulation manager in the mid-1980s, he entertained the 500 youth carriers on various carrier nights, creating a character called the "Potomac News Pidgeon" with a cheap bird nose, some funny shoes, and a newspaper carrier bag filled with candy bars, which the character simultaneously juggled and then tossed out to the carriers.

Rick was also known for "bubble" pool parties during the late 90s, often running two bubble machines to create a bubble wonderland for swimming in.

The Bubble Man has occasionally been seen at various events around the area and is recognizable by his giant tie dye hat, loud shirt, and the colorful bubble guns he carries. Using the bubble guns and wands, he creates a path of bubbles which the children follow like the pied piper with looks of delight on their faces!
